Wrightsville Beach / parking next to Sunspree (machine, instructions, couple)

When did they put in the parking meter in the public access parking lot right by Sunspree Holiday Inn? We went down a couple weeks back and failed to see the machine and got cited. Not only that, but when I attempted to use the machine, I didn't find it to have clear instructions, especially being somewhat vision impaired without my contacts.
