Hello westchester,
Is your plan to get everyone out on a boat or just you and the kids?
Most charters are 6 person maximum, the head boats such as Miss Oregon Inlet will be able to take all of you providing you reserve your tickets well in advance. There are lots of boat rentals where you are the captain but most boats have a maximum persons capacity. Head boats and charters provide the rods, tackle and bait. Cost of a 6 person charter is about $450 for a half day and headboats are about $35 per person, kids are around $25 per kid. Hope this helps!

I would strongly recommend you not renting a boat on the Outer Banks. The shoals there change constantly. You have to be on the water a lot to not ride up on a shoal. If you have that many people, I also agree a headboat is your best bet. They are the pros and you'll have fewer headaches and hopefully more fish.
