My family loves it here. We moved to Wilmington from the Northern Virginia area eight years ago and have loved every minute of our time here. Several years ago, we moved down to Carolina Beach and have really come to cherish this little place. It's a great place for families and is very pedestrian/bike friendly (one of the negatives about Wilmington government is that they have been slow to embrace the cyclist lifestyle).
I would suggest you do as others have said and come down for a visit. Drive around and get a feel for the different areas.
As for the people here, they are down to earth and treat you warmly. Other than occasional good natured ribbing, I've never had any issues with being a supposed outsider. Bottomline, if you are a good person and are of the type that people like to be around , you'll develop many friendships here.
