I was going to suggest fort fisher as well. You can also stay in one of the many motels in carolina beach, or possibly camp at the carolina beach state park (I assume they allow dogs).

I've been here less than a week and I'm already missing Pass A Grille as well. I've been in the habit of going there about twice a week. Please update us on where you went and how you liked it.

Yes,
Freeman Park which is on the northern most tip of Carolina Beach allows dogs year round...It's where me and my fiance take our dog, Lilly.
