Clearly PAC-12 is contending to be the second best conference after the SEC. However, when I see the bowl line up, I think PAC-12 as a conference negotiated poorly.

Except for the Rose Bowl,

Why PAC-12 #2 plays Big 12 #3? And PAC-12 #3 plays Big 12 #5? As a conference, I think PAC-12 is better than the Big 12 with 10 teams. As a result of playing lesser opponents, PAC-12 bowl records are good but it is not fun to watch.

2013:
#1 Bowl Championship Series. Automatic berth to a BCS bowl game, preferentially the Rose Bowl versus Big Ten #1.
#2 The Alamo Bowl versus Big 12 #3.
#3 The Holiday Bowl versus Big 12 #5.
#4 The Sun Bowl versus ACC #4.
#5 The Las Vegas Bowl versus Mountain West #1.
#6 The Fight Hunger Bowl versus BYU or ACC #9.
#7 The New Mexico Bowl versus Mountain West #4.

All the conferences do that and this year the MWC #4 was better than Wazzu.

The results of top two PAC 12 teams clearly didn't show good results.

It is debatable . Oregon, Pac-12 #2 beat Texas. Big-12 top 4 teams lost three bowl games. Stanford MSU was a closed game. Pac-12 won the Rose Bowl last year.

PAC 12 #1 Stanford loss and #2 Arizona State loss. Last time I looked they played for the PAC 12 championship; not Oregon. Last year was last year.

The bowl games want full stadiums. They pick (within their allowed choices) the teams with fans that will travel to the bowl games. Too many Pac12 teams have wimpy fans.
