It seems like selective enforcement by the NCAA. My guess would be that all the schools are breaking the rules to some degree. I'm of the belief that the boatloads of money the schools and the NCAA are making should be shared with the players.

While your statement that "everybody does it" is a weak defense, there is some truth to it. However, School administrations & coaches cannot control everything their players & boosters do. But when the administrators & coaches are actively participating in the cheating or covering it up & condoning corrupt behavior, then they should get hammered hard.
The NCAA of course is well known for lacking the nads to go after some programs until the malfeasance becomes painfully obvious & easily proven. After all, the NCAA hierarchy doesn't want to kill off their golden goose gravy train.
