Of course the "system" needs to recognize the better teams that continue to win over time and begin rewarding that consistency with rankings versus ignoring them until they're 10-2 at the end of the regular season. Thoughts?

Good points. Parity and subsequent success will happen when there's consistency from more teams such as Boise State, to name one. And, hey, let's not forget the
Pac-12!
