The NFL currently has a rule not to accept someone until their 3rd year after high school. Maurice Clarrett took the NFL to court over the ruling years back and lost. (Of course he had much bigger problems!)

These phenom players like Trevor really don't get much from college. College is to prepare you for the workforce, but he is already prepared to make millions. And if some NFL team wants to take a chance on a 19/20 year old kid, then they should be able to.

Trevor could get hurt if he continues to play. Many players now are skipping meaningless bowl games right before they are eligible to enter the draft to prevent injury. Trevor (or similar players) could skip their junior year to save themselves.

If these kids can make a decision to join to military at 18, then they should be able to decide to play with the big boys.
A better question is this...

Should the NFL be allowed to pluck them?

$7500/game. Probably responsible for their own health insurance. Marquee players can get up to $300k/yr

It's an option, but only for a very limited number of athletes. Someone like a Marcus Vick or Maurice Clarett. There aren't a whole lot of those out there.
