no, d2 is not a joke. there are a lot of very bad d2 teams; mainly because they get no funding to be competitive; just like there are some very bad d1 teams for the same reason. d2 schools don't put as much emphasis on athletics as d1, but the top tier d2 teams are extremely good programs.

Actually, North Dakota and North Dakota State are both Division 1AA.

Examples of D2 teams from my old neck of the woods are:

Emporia State (Kansas)
Washburn University
Central Missouri State University
Northwest Missouri State University
Pittsburg State (Kansas)

The last two are traditional D2 football powers. Washburn has not had good football team in I don't know how long. It does feature one of the more unusual school names; The Ichabods.
