should be free to apply, the cost of the processing should be built into the college's business expenses, they should be forecasting how many applicants they anticipate getting each year then set aside the budget for it. If colleges "budget" for the salaries of the office workers to process them, they can budget for the rest of the application as well
to recoup the budget, they can charge the students a fee for it like everything else
but as is, i don't believe in them being refunded because someone didn't get in, it doesn't negate the time it took the college to process the application
No. You pays your money and you takes your chances.
No matter what, there's expense involved in reviewing a student's application. And there's expense involved in the bookkeeping requires to send a refund check.
The moral of the story? Don't apply to a college where you don't have a prayer of being accepted.
