If she is planning to practice medicine back in the States afterwards, she would do well to find out if the work/study she will do will be acceptable back in the states, in order to get a license to practice.
Medical schools do not all have the same standards. She could be making big mistake.
If she wants to practice in the US, she has to go to a school that is certified by the ECFMG (Educational Commission for Foreign Medical Graduates). There are lots of other problems with a US Citizen studying medicine outside the US, but this is a good starting point.

English speaking countries (assuming she speaks only English)
The least expensive medical schools (so you have the least amount of student loans and such)
Countries that are close by (so you can more easily visit)
Countries that are safe and stable.
Countries whose currency is a value against the dollar
Countries whose cultures are similar to ours (just in case she meets Mr. Right)
I would not recommend that she study overseas for undergrad if you are US Citizens. She is going to have a VERY difficult time getting into a reputable medical school.
She should plan her schedule accordingly to do a semester abroad as part of the school's study abroad program though.
Going to med school abroad is not a good idea. In the US, a medical degree from a US school is generally considered highly preferable. A degree from another country is a big negative on the resume. It is also difficult to transfer that particular credential into the US.
You are always going to find exceptions....but why chance it? Getting into medical school is highly competitive, why make it even harder. Also, Guam isn't exactly "studying abroad" given that it is a US Territory, even so, why make an already difficult process even harder. Have you asked your friend? What does he say?
Like the majority has suggested..WHY go overseas? There are hundreds of thousand students coming to the states to study medicine..must be a reason?
