The departments might not, but the UC system and the school do require them. There is absolutely no way that a department will pass up central funding. Geography is the 2nd most funded department at UCSB (after Physics, ahead of all the other hard science departments), and they still had me apply for central funding. It was a $30k per year stipend! That the department did not have to pay for at all!
