Maybe in civil engineering. The AIA defines the phases as I stated, both for design-build and deisgn-bid-build. The AIA defines it differently for integrated design. Because it's the AIA, it's the US industry standard.
Is this unemployment for architects just in the U.S. that you're taking about ?

I don't know if there are any global statistics about architectural employment. But realistically, yes, it's true of everywhere.

Architecture is basically a luxury expenditure. People only use architects when they have money. When times are tight, they don't. Homeowners buy older homes or stay where they are, and developers sit on their investment money. That's true everywhere.
