Yes, but that dosen't exist.Maybe if you are an Albert Einstein and they want you really, really bad. Even scholarships only cover so much and that's it.
Not trying to be mean but I have a feeling you're not who you say you are. I have seen many students from India post similar things like you have but anyways...
What you are asking for is probably impossible unless your native country's government plans to send you to a military academy abroad and foot the bill.
The only instance I know of full ride was an Indian fellow I met once who was sponsored by the Russian government to get his education in Russia. I think he may have been a communist (as well). This was way before the wall fell.
No, being communist was not the requirement. Before 1989, embassy of USSR used to conduct an exam in India for medical entrance after high school and select about 200-250 students and give them free air tickets every year, free tuition, housing , food etc. and they becamme medical doctors in top universities there. after 1989, the scholarships stopped and they started admitting self-financing students. By the way, many foreign students come to countries like India. The difference is that education is not a money minting business there unlike USA. If you are selected, then housing,food, tuition costs are very very minimal as universities are run by government and do not have profit motive.

How about enrolling at a university and having some sort of student job like hundreds of thousands of students worldwide do it? No university will give you a scholarship that covers everything. That just does not exist. If it is important for you to go to school then you need to make it work. Don't wait for full-ride scholarships to pop up but do what you can do. Find a school, apply, get in, get a job, apply for financial aid.
Some Scandinavian countries give their students a salary just for being a student, but I don't know if that is enough to live off or whether you'd qualify at all.
If you are truly interested in a certain university you can always contact their international office.
