Are you going to pay in-state tuition? In some states, you are eligible for in-state tuition if your husband happens to work in that state(restrictions may apply).

Is your background in CS strong? If not, the chance of getting TA/RA is very slim. Also, most departments favor graduate students on PhD track when it comes to funding opportunities.

In most states, you will be eligible for in-state tuition if you are granted graduate assistantship. But on-campus jobs cannot make you eligible for in-state tuition usually.

In Texas, you will be eligible for in-state tuition if you are awarded a scholarship of more than 1000 dollars per year by the university.

You will have to live for 1 year in Colorado to qualify for in state tuition. A scholarship does absolutely nothng. In state costs for CU are outrageous and will continue to increase due to the stupidity of having both TABOR, which caps the increase in budget at 4% and Amendment 23 which mandates ever increasing K-12 budgets. How they will afford to stay in the PAC-12 I have no idea.

Personally, unless your DH is getting a major pay increase to relocate to CO, don't do it. You are better off at Twin Cities paying out of pocket.
