Also, you dont have to send them your degree. It would be mentioned in the transcripts, or you can show it to a graduate admissions officer, or you can get it certified by a third party. Again, contact the school you are applying to in order to find out

But my college has shut down so there is no one who can send it. What's the solution in such case ?

Doing Apostille for a certain document means that your document is confirmed by the state of it's origin that it's a real document and not a fake one. Countries that adopt Apostille Hague Convention accept documents between them as being real.

You need to contact the admissions dept. at the colleges you want to apply to, but I can tell you that diplomas don't apply to the Apostille Hague Convention because they are often used by foreign diploma mill customers, especially by those that want to circumvent immigration laws by abusing student visa programs.

You said that the records are now held by a law office? They would be your first stop as custodian of the school's official records.
