Yes, that is about it. It is the student's responsibility to periodically check their electronic admission folders at the schools to which they are applying to verify all required documents have been received.

Even more critical when applying to Graduate Programs since the College Registrar's Office Personnel will have no idea who the students are. At the High School level the Guidance Office personnel will/may know the Senior Class students.

A critical step in the process toward becoming a functioning adult.

I had an issue similar to this once. I was enrolling at a new school and my former college was completely inept in sending the transcript to my new school. My AP scores and HS transcript had no issue arriving at the school within 3 business days of my request; my former college I had to request it 5x before I finally threatened to report them to the Department of Education in their state. Behold! 3 days later, my transcript arrived after the 6th request.

I think they do bear some responsibility. As much as college costs, they need to focus on customer service more than in the current climate.
