I think that this college is probably the best of the US choice. Do they like international students? Do I need to be the best student in my current class to study there?

You will need to be not only the best in your class, but set yourself apart in other ways. Williams is basically the equivalent of Harvard in liberal arts colleges. The acceptance rate is much higher than Harvard, but still under 20% and probably largely self selecting. Everyone has heard of Harvard but not near as many are familiar with just how prestigious and competitive Williams is.

International students have a harder time getting into many top US schools. It's not that these schools don't like international students, it's just more difficult.
