Not sure what you are trying to find out. "Best" is a very subjective term and what is best for one person may not be best for another. If you are trying to make a decision on what school to attend I would suggest you visit the campus, talk to students and profs in the department you are interested in and go from there...
Each has strengths and weaknesses. And at some schools a few majors are very good and other majors only average.
There is a difference also in that some schools are the only choice in some majors or have limited major choices. For example, at California Maritime there are no majors in areas like the arts, history, social studies, science, etc.

Think you missed the whole lot of University of Californias ... but State wise I would go with Cal Poly San Luis Obispo, Cal Poly Pomona and Chico State.
There are a number of ratings books you can buy. They are subjective, but no more subjective than asking people on CD. If they are not available overseas, perhaps you could order one online. USNews College Guide is the big one, but there are others. I suggest doing a search.
Also - I don't know about the schools you mentioned but when my dd was looking she found that some schools had online chats with students etc. Might look into that. Princeton Review also has an online site that discusses different campuses and has a questionaire to try to match up students and schools. Good luck!
You might have better luck going to this forum: College Discussion I think it's the most active College bulletin board around.
I like our citi-data education forum but you should realize that there may only be 10 regular posters on here from California and perhaps only two have gone through a similar college search.
I would like to say publicly that toobusytoday is a fabulous moderator! Keep it up! This forum is one of the most respectful on CD. It shows what a difference good moderating can do!
I assume you mean an engineering type Computer Science. There are also other related areas such as Management Info Systems found in business schools.
You also have to consider how you want the program to be designed, applied, theoretical, etc. Also how is the school for an international student.
But out of the California State University system, I'd probably consider the tops in Computer Science to be Cal Poly SLO or San Jose State.
