Many community colleges have graphic design degrees now.

Mostly though, the jobs are in web design or interactive. It would help if you know programming and can do html coding. As that it what the field is morphing into. OR you become a photoshop expert and can do retouching. The jobs in this field are scarcer than hens teeth and you will likely be freelancing.

A large part of your "qualifications" will be a good portfolio. Do NOTpay a lot for an art degree or a graphic design degree as you will likely not recoup your investment very quickly. Good luck.
