No, that is not true. If you work legally in the U.S, you WILL get a SSN. THat PIN is just an alternative you can use. Everybody can do that. The visa type does not matter then. If you have a visa that does not allow you to work, you will not get a SSN and can not qualify for financial aid ( no work = no taxes).
Yes, it is true. There are visas like H4 (linked to H1B) with that problem, not able to obtain the SSN. So, to complete taxes, etc, they give you the PIN.

No. The spouse of the H1B Visa holder is not allowed to work = no SSN. H4's can not work legally. If either of his parents had a H1B, he wouldn't be having this problem.
Something as important as financial aid should really, really be answered by someone that knows. NOT a question for random strangers on a bulletin board. Spazkat is giving you good advice about who to call. Another contact would be the finaid department at any of the colleges that you are intending to apply.
