You can not go wrong with Tsinghua University or Peking University. They are the top 2 univs in mainland China, like Harvard and MIT in U.S. One more important thing is, they are in Beijing, the natioal capital of China where Mandarin is the most spoken language.
Local people always speak their dialects in some other parts of China, they have a very strong accent and sometimes they are not even like Mandarin. Cantonese (Mandarin spoken in Guangzhou, Shenzhen and Hong-Kong) is a good example for this.

However, you should not worry about this problem if you live on campus, since most college students speak Mandarin.
Check this schools in Beijing:
Tsinghua U, Peking U, Beijing Language and Culture University, Beijing Normal University.

Outside Beijing, check these:
Fudan University(in Shanghai), Wuhan University(in Wuhan), Zhejiang University(in Hangzhou).

If you want to learn Chinese as a language, like what the others suggested, it is faster when you have someone to converse with when learning a language. I, myself speak a few languages and a couple of Chinese dialects (Mandarin, Cantonese, Teochew, Hokkien & Hakka). However, I would suggest taking up a few classes in Mandarin if you don't know any at all before going over.

I would suggest sticking to Beijing or Taipeh. Most people find that they adapt easier in those places. However, if you are very adventurous, you can always opt for the others.

I lived and studying in Shanghai for one year at Fudan University. They offer undergraduate courses taught in English. They also have an entire school for Chinese Language which is open to all levels and ages.

I recommend the Uni and the city..it's all amazing! GO TO CHINA!!

How about studying for a degree through distance learning? I've heard of several people who have gotten their degrees from South Africa because the exchange rate is so good and the degrees are recognized as being the same as an accredited American degree. This is something I've been considering, but their web sites are very confusing for an American to understand.
