When our family was out house hunting recently we looked in a subdivision called Cordera that seemed to have a lot of the things you are looking for. You pay for those extras though. The HOA fees are high. It's a nice area, but the yards are very small, (like most of the new subdivisions).

Old Colorado City and Manitou have all sorts of fun events on a regular basis. Check out their websites. It's also a pretty part of town.
