OMG! The PACE test. Took it in the early 1970's, scored in the upper 90's in all categories. Hiring officers told me I had higher scores than most of the college grads that took the test. I held onto that test score sheet for many years, IIRC it got shredded about 2-3 years ago, well after retirement. I never finished even an AA degree, but was a 30-year overnight success to GS-14.

To the OP contracting jobs are available on Peterson all the time if you are interested in them. Some of the companies that have slots there are NCI, SAIC, SERCO and Northrop Grumman.

There are two separate issue here -

First, "who can apply":
If you are a veteran, you may use VRA or VEOA to apply for "status" positions. Status positions are reserved for current GS employees or veterans. If you are not a veteran, then you may only apply to "public" positions

Second, hiring preference:
For Information Technology positions (series 2210), there is direct hire authority so veteran's or spouse's preference does not apply.

As others have previously mentioned, the USAF is undergoing personnel reductions so the availability of jobs is low. Just checking USAJOBS shows no IT jobs in the Colorado Springs area (including Ft Carlson). Even if you do get hired, if there is a RIF you will be the most vulnerable.
