My newly started family and I will be moving to Colorado Springs in a month or two from Georgia, and I'm wondering if there are high RENT and low BILL areas, or LOW rent and HIGH utility bill areas. The price of gas, food, things like that.

The southeast has the lowest rent. The northeast tends to have the highest rent. I have not noticed the utility bill to be different from one area to another, since everyone goes through the same utility company, Colorado Springs utilities. The cost of your utilities will depend more on how big your place is. Obviously it costs a lot more to heat a house than an apartment. The price of gas and food does not vary much from area to area so much as it does from store-to-store (At the high end, you have Whole Foods, mid-range is King Soopers, cheapest prices at Walmart or Family Dollar, for example). Colorado Springs is not so big a city that you have widely different costs of living in different areas, outside of rent.

I do know that in Security, my water bill seems to be one of the cheapest around on Security Water. I'm on Colorado Springs Utilities for gas which isn't particularly cheap but I don't think there are a lot of options there, and my electricity is Fountain Electric which I also think is pretty average cost-wise. I do think you might be able to find some lower rent in this area, possibly - in general, I'd say if you expand your search beyond strictly city limits you'll have some more options to consider.
