For about 2 months now (give or take), part of Austin Bluffs has been cordoned off just north of Woodmen. It appears as if water is constantly flowing out of a hole in the pavement.

Anyone know what it is? Broken water main? Why so long to get it fixed?

Not sure what it is, but it certainly doesn't surprise me. I was doing crack fill on city streets in 2011, and I was pretty alarmed by how often they'd resort to using crack seal to "bandage" sections of roadway which really needed to be hammered out, have the base restored, then patched with actual asphalt. That road base not only protects the roadways, but provides cushioning for utilities underneath the roadway. We didn't do that area of Austin Bluffs that year, but we did do the section from Academy to the bridge over Union, and, if that section of that road is any indication of the state of affairs of the remainder of Austin Bluffs, it's not too difficult to figure out what happened.
