Default Safer: CoS $500/ Sacramento $700 apt?

Which would you say is safer, living in and around a Colorado Springs $500 apartment or a Sacramento $700 apartment?

I have never lived in Sacramento so its hard to answer it that way. However, I have several teacher friends who rent apts for $500 monthly and they are good renters and neighbors. I also know several college students, single parents who pay the same and I would venture to say the same. The gang bangers I know live in certain parts of town versus $500 apts...which some pay pay that or less.

In general, the rough areas of Sac are WAY WORSE than the rough areas of COS.
