If you see a lot of bodywork- painting and sanding etc. then I'd say air compressor. Still, it should shut down occasionally unless he has a small tank.

I would purposely find a reason to be outside the same time you see the guy and say hey, I've been meaning to talk to you. What is that constant loud noise coming from your home?

the arc welding idea is interesting- i have heard him pounding metal inside his garage with the door shut-if that's what he's doing -is that safe or legal for that matter?

Nothing illegal about welding in the garage. As to safety, depends on the guy doing it. No more risky than the lady next door forgetting to turn off her iron as she quaffs a six-pack of Budweisers while smoking in curlers and a bathrobe in the afternoon slouching on a soiled couch covered with unpaid credit card bills and watching American Idol on the Rent-a-Center Plasma TV.

Or the pounding may just be the neighbor fitting his kidnapped bondage slave with iron shackles in the dungeon below the garage. The humming noise is there to drown out the muffled screams.
