From the Penrose Room at the Broadmoor. Pricey and elegant, great food.
Cheaper and closer is the Sunbird, though I don't like the food there, but many others do, YMMV.
The Peppertree has a view, people rave about the food.

City Lights at Night
You get a different sort of view (different than from the Penrose Room or Sunbird or Zoo) by hiking a few miles up Barr Trail on Pikes Peak. A bit cool to do this time of year  , but very nice during the summer months.
(Of course you need to spend the night on the mountain if you don't want ti hike down in the dark!)

I like the views from Rampart Range Road. The road starts/ends in Garden of the Gods.

Just found a great place to go if you have 4WD - St Peter's Dome on Gold Camp Road. VERY dark up on the road, but easy to navigate to.

I second CMZ, if you don't mind paying to get in. Otherwise, Rampart Range road about Garden of the Gods. If it's not snowy, you won't need 4x4 for that, but extra clearance and good shocks is a big plus in any case. It's really bumpy and rocky.

broadmoor bluffs dr. just take academy all the way down south. Once it bends and starts heading toward the mountains, keep straight past I-25, past hwy 115 and then shortly after that Academy turns in to Broadmoor Bluffs. Go up the hill and you can park. Very beautful at night
