That makes me so mad. It especially offends me as an owner of two dogs. People:

1) Pick up your dog's mess!
2) Put it in a trash can!

Why is this so damn difficult for some people? Oh yeah...they're lazy!

What's perplexing to me is that they are apparently picking up the waste and bagging it - THEN throwing it in the storm drain. Guess they don't mind picking it up...just don't want to "carry" it for the remainder of the walk. Or maybe they don't want it stinkin' up their can at home.

Sadly, and not just in Colorado Springs, people treat our waters quite poorly.

As for this particular problem, very easily solved if the will exists. If not posted, place signs at these locations denoting how the water is used. Beyond that, place hidden cameras at some of these locations, or just city workers hiding in the bushes. Catch some of these perps and not only fine them but place their mug shots in very public places, such as the local newspaper. They won't like it at all. And will even less the penalty for any second offense, such as peremptorily cutting off their city water for a month. The city could honor them with the substitution of a water tank in their front yard, complete with floating bags of dog poop in it. They can deal with it.

I've taken rover for a walk, and nonplused that she always took such occasions to invariably poop. It was no joy carrying the bag the rest of the way home, but entirely possible. Our waters deserve more respect, far more than anyone who desecrates them.
