KaaBoom nailed it in his initial response.

I DID register on time when moving to Colorado, license, plates, insurance and registration within the first month of being here, sent notice to the state of California, and I am STILL receiving rather harassing notifications from the state of CA telling me they are going to suspend my license. I moved here January 2010. I've made phone calls, repeatedly returned forms with the correct information (I do not / have not lived in / operated said vehicle in CA since prior to January 2010, etc...) and am now at the point of sending a rather strongly worded legal letter to get them off my back. I confess to not always being on top of things like this, but in this particular case I have excellent, dated documentation and done everything correctly, which hopefully will help me get this resolved once and for all.

I would advise the OP to keep copies of any forms sent and to keep them in well marked, accessible location until this is resolved with certainty. Hopefully OR is far more fastidious with their own paperwork and administration and this can be dealt with for you promptly and completely the FIRST time.

While you should have registered your car here, having your insurance for one state and registration in another is not a crime. Insurance is always about where your car is garaged or principally used NOT necessarily where you are registered or have your license. This happens for military and college students all the time.

Default DMV Registration not received in the mail

I paid online with a credit card and have not received the renwel stickers for my license plate. What should I do?
