Thanks for your responses. It makes sense now. Although there are only a handful of residents, the actual count of people may be much higher due to visitors to the casino causing the higher crime rate. I also noticed that Lakeside, a "town" of 19 ppl, shows a crime rate index of over 25,000. Maybe, the same concept applies here.

You get it. (The "town" of Lakeside is the locale of a more than 100 year old amusement park, complete with a classic roller coaster.)

There are apartments just above central city with a view of the continental divide, it's so quiet(when the wind isn't blowing) you can hear the chipmunks. The residents are more suited to a trailer park though.
