That's the old Cochetopa Pass road. Doesn't get a lot of traffic, it becomes 114 when you get to Saguache. An ok road but when snowstorms blow in it gets plowed after highway 50 does because 1. it's a state road and 2. only sees a fourth of the traffic. Nice drive, just take it easy when you get near the top of the pass.

No way to say. Weather in NM and Colorado changes on a day-to-day basis, there's no way to predict whether it will be clear or snowy. Best thing to do is get close to the mountains, stop and ask locals what the conditions are like up in the mountains on the road you're thinking of travelling. Night-and-day difference between what you can experience in the lower elevations versus the upper elevations. Many times in my life I've been in dry clear conditions in the desert, and just a few miles away, a few thousand feet up in the mountains, total whiteout, blizzard conditions with snow-packed, icy roads.
