Why don't they just find the owner of the cattle and have them arrange to have the carcasses removed?

They are not likely to do that because it reeks of common sense. Furthermore, the cattle owner probably feels entitled to a taxpayer bailout to handle this matter.

Environmental Impact Study, Watershed Pollution Study, Forest Service Access Study... yeah those cows should be removed sometime in 2024.

Economic Impact Analysis and Fair Labor Standard Act also play in here....I think we got us a new Superfund Site requiring full bio-hazard protective clothing. Have to fence it in, post 24/7 security force, looks like full employment ahead for the locals.

If the idea of cows creepily frozen inside a mountain cabin sounds like the stuff of horror movies, bad news: The tale's ending is no less macabre. Crews with hand saws and knives plan to carve up the cattle before the carcasses thaw. A group of US Forest Service employees will head to the Colorado cabin today to cut up the remains and scatter them.

I believe the solution was demonstrated in that scene in Animal House where the dead horse is four-hooves-in-the-air in Dean Wermer's office.
