I looked on the DMV web site and couldn't find any info about this:

My daughter (age 20) was home from (out-of-state) college for a week before heading off to an out-of-state summer job. During that time, we got her Colorado DL, as she currently has an out of state license due to expire later this year.

It arrived today and expires in 7 months, 1 month after her 21st birthday. Did we only get 7 months, instead of 5 years, for our $21.00 fee or will she get a re-issue with a landscape-oriented post-21 license automatically when the time comes?

Unfortunately you have to pay the full amount again when she gets her new license.
