davidv is exactly right on Colorado's way-too-easy to amend Constitution. It is now filled will poorly written, conflicting language, and ambiguous Constitutional law that is nearly impossible to expunge or amend. It seems that many people think that that direct democracy (of which wide-open Constitutional referendum is an example) is a good idea. Well, it has never worked in history, and it's not working in Colorado. As for our representative democracy, it is only running amok because people are too lazy, apathetic, and stupid to hold their elected officials accountable for their lawmaking and spending habits.

The two states with the easiest to amend state constitutions are California and Colorado. California is a model of just about everything that can be done wrong in government and Colorado is now busy trying its best to emulate failed California in how to run government poorly, with the voters helping it along by passing Amendments that fill the state constitution with garbage that, at best, should have been enacted statutorily if it was even enacted at all. "People usually get the government they deserve," and Colorado's voters are asking for and will get stupid, inefficient, ineffectual, expensive, and incompetent government.
