Default Why do people lift their windshield wipers during snow storm?

Today the snow has been coming down all day long. I've seen dozens of people lift their windsheild wipers when they park. Does this simply help with getting the snow off the wipers to better clear the windshield later on? Should I be doing this also? We never did this in Wisconsin, despite all of the snow we had there.
