Anytime actually. We've been here 18 months and find traffic is a breeze compared to back in the DC area.

Busiest times here are 7-10 AM and 3-6 PM, but most anytime will be okay.

We often go downtown in the middle of the day and have no trouble getting around, it flows okay and there really isn't that much as we don't have the skyscrapers and concrete canyons of NYC or LA or Atlanta. It's even easier up here on the North-east side, especially along Powers Blvd.

Yes, California has them beat on driving fast. Phoenix has to be a close second. When I am in California, they will whizz past you, even when you are going 75 and some will give you dirty looks if you drive the speed limit. Oh, and WOW, do they get close to your bumper in CA! If you had to stop all of a sudden, you'd be creamed and a goner!
