I have always felt that culturally Flagstaff is more like Colorado than Arizona. In fact Flagstaff is probably the most un-Arizonan place in the whole state. 100" of snowfall every year too, I love Flagstaff.

Flagstaff is not a Southwestern city, and neither is Phoenix. Only Tucson, Albuquerque, Santa Fe, Las Cruces, and El Paso count as southwestern cities. Phoenix is a SoCal-lite, and Flagstaff is a Colorado ski town-lite.

Prescott Valley also feels more like a Colorado western slope area more than an Arizona city.
