I just received a bill for a license plate toll. Neither myself or my car were ever in the area of this supposed toll road. I live WAY south of the Denver area and think this may be a scam! I am concerned as to how they were able to get my address and license plate number!! Anyone else have this issue? E-470

I had this happen once; on the day they said it happened my truck was sitting at a trailhead while I was elk hunting between Basalt and Aspen. I wrote them a letter ( I think I sent it via e-mail) and told them I had never been on that road and where my truck was that day and they said they had transposed a number from my license plate and not to worry about it. I didn't really trust them but I never heard anything more about it.

This. ^ E470 is a significant entity and would not purposely go about scamming people in such a manner as random, fraudulent charges, but could easily mix up or transpose plate numbers because they are tracing them through their automated photo system.

What effect do the heavily shaded license plate covers have on the ability of the photo recognition cams to read anything? Would seem it would make things quite difficult.

No doubt, and they don't necessarily have to be heavily shaded if they get glare bouncing off them. Somewhere someone is probably saying, gee, I've never been billed for my trip down E470. Guess that plate cover actually works.
