Mosquitoes will be heaviest near standing water or any water. But they are generally not near as bad as the southeast. But specific wet spots can be real bad for a few weeks / months. Most of the year you won't need to worry.

For basic size and being a university town, Fort Collins may appeal to your in-laws. Colorado Springs would be a couple steps up in size but not that dramatic an absolute difference, though it depends on your preferences / tolerances.

People vary on how much they like and can handle the sun. The UV levels are a lot higher here than most places.

Yeah I have been looking at Fort Collins the last couple of days. The size appeals to me as well.

I really don't remember them being a problem up there - like someone else mentioned, maybe closer to water. But I don't remember it being an issue.
