Which places have strict codes about removing snow from sidewalks or mowing lawns when grass gets high? Which don't?

Specifically does anyone know about

Arvada
Westminster
Golden
Idaho Springs
Windsor
Estes Park

Its seems Denver enforces both.

It is not just the city but it is often up to the HOAs. City often would enforce it if there are complaints.

Denver does enforce both. One of my neighbors is a rather eccentric novelist who is pretty slack on both counts. The cops do pay him a visit every now and then to remind him to keep on top of things, though I don't think he's ever been written up. In practice, it takes a complaint before the cops do anything, but USPS actually has been known to issue complaints particularly if your mailbox is by your front door (which it usually is in Denver) and the mail carrier has to walk cross snow and ice.

Your best bet might be to live where your neighbors are selling crack.

That way, when your neighbors complain about you not shovelling snow, so they can't walk on the sidewalks, you can complain that they're selling crack.
Which neighborhood worst for scoring crack?

LOL correct - I can tell them I didn't want to remove all the white stuff on the ground cause I thought it should be part of a crime scene investigation.
