I lived in Canon City for 23+ years and the road you were on is called tunnel drive... It IS in fact closed to vehicles but you can still hike it. I belive the tunnels under the city were used for boot legging back in the day. Which is the tie period that alcohol was illegal. The kkk used these tunnels as well there was still a tunnel in the middle school as far as I know it is still there. I know the Robinson mansion has an entry way to the tunnels. Yotu will have to do more digging to find the info you want. There are some strange places out the that still give me hebby jeebies and I know that city like the back of my hand. Very strange experiences.
I was visiting Canon City last summer and struck up a conversation with the staff at Pizza Madness. They mentioned the tunnels in the downtown area, and stated that they were left over from the mining days. Local businesses didn't like the miners and railroad workers in the stores because they offended the more affluent clientele. The tunnels allowed the workers access to the businesses at the basement level where they would be served. The tunnels were lit by skylights that are still visible in some of the area sidewalks. Most of the downtown businesses should have access to the tunnels at the basement level, if they haven't been filled in or blocked up. They also mentioned that other towns had similar tunnel systems to service miners and others who weren't "presentable."
I grew up in Canon as well! We used to climb through a bunch of tunnels under skyline drive! One was called "cops cave" because of the old cop car in it!
