Demographics make a difference.

According to this site:
Colorado Population and Immigration Data, Projections and Graphs - CAIR - Colorado Alliance for Immigration Reform
Colorado had a population of 1.3 million in 1950. That contrasts with a population of 34,277 in 1860, and 539,700 in 1900.

They give the current population of Colorado at 4.3 million, with a projection to increase by 1,000,000 within 10 years.

This site lists the Colorado population of 2005 at 4,665,177:

In effect, one can do the math.
