You are kidding, right?

There are many more not listed, too. There are also some errors on the list--for example, no one in their right mind would call the Devil's Punchbowl on Schofield Pass an "improved" road.

Simple definition of a mountain pass is a low spot in a mountain range that can be traversed by vehicle or by foot.

Most scenic passes? Red Mountain is pretty scenic if you aren't afraid of the 500 foot drop off the west side of the road. Rabbit Ears can be pretty scenic in the spring with all the flowers in the meadows (plus the panoramic view of Lake Catamount and the Yampa Valley 2700 feet below you is a sight to behold).

I haven't seen a topo map of that area but if I-25 sits in a saddle between Monument Hill to the east and the Front Range to the west, it's technically a pass, no matter how cheesy it is.

And it separates the drainage to the South Platte River from the drainage of Fountain Creek, which flows into the Arkansas River--thus the name Palmer Divide in addition to Monument Hill.

Jazz - there is a teeny-tiny saddle that I-25 runs through. Check out the center of this topo shot.

Google Maps

You're right, though, it has more to do with Palmer Divide.
