Default wood burning fireplaces in Vail Valley

Can anybody explain the laws regarding wood burning fireplaces in the Vail Valley? I understand that all new construction is supposed to have gas, but what about older homes. What about converting a gas to woodburning if you have a special filter for pollution? Does anybody know where I can find this info?
