I've played tourist for extended periods of time. I used to live and work in Canada and kept my US plates (importing a car officially is a pain). I know folks who lived in NYC and registered their cars in the midwest because taxes and insurance were so high in New York. Right now I own a car that I know would not pass inspection if it were registered somewhere that required one, so if I ever end up getting a job somewhere with vehicle inspections, I can guarantee I won't be registering my car there.
