Default license plate sticker question

My Jeep registration is due in December. My rear plate has the "12" and an "09" sticker (obviously). I just noticed that a few vehicles parked in my apartment complex that have January tags ("1") and one February ("2") already have their yellow "10" stickers. How is this possible? I haven't even received the bill to send back to the Dept of Revenue for my December regristration, yet these people with Jan and Feb have their yellow "10" stickers already.

I mean obviously I don't care about it THAT much, and it's not like i'm in a huge rush to pay the Dept of Revenue, but just curious to know how it's even possible for them to have their 2010 registration paid when I haven't even received my renewal notice from the Dept of Revenue yet. I was never aware of any option other than waiting to receive the bill in the mail. Unless some of the stickers I see are fraudulent?

Easy answer, when they renewed their plates in January and February of 2009, they got the 2010 sticker. The sticker denotes the year of expiration, not the year of issue.
