Pueblo or Trinidad have both of these great qualities.

Carter lake is not far form Ft Collins and is also the home of Carter Lake sailing club. I sail there often.

AWAMAreasonable , but that is changing fast. Mesa State College is located in Grand Junction. The Grand Mesa with more than 200 lakes is an hours drive from downtown. There are nearby treails where you can walk your dog off-leash.
