A great site for climate information is www.weatherbase.com . I has climate averages for just about every town of any size in the United States.

Default Pueblo or Trinidad have both of these great qualities.

Trinidad has Trinidad State Junior College, affordable housing ($80k to $300k), Trinidad Lake, and open spaces.

Pueblo is larger and similar in price range for housing. It has larger colleges, CSU-Pueblo, Community Colleges, etc. Pueblo reservoir is a great activity lake.

Carter lake is not far form Ft Collins and is also the home of Carter Lake sailing club. I sail there often.

I agree with 5stones. Check out Grand Junction. Housing is still reasonable, but that is changing fast. Mesa State College is located in Grand Junction. The Grand Mesa with more than 200 lakes is an hours drive from downtown. There are nearby treails where you can walk your dog off-leash.
