CAVA1990 has the best idea ... since you're staying in Breck ... take the train to Denver, and rent your car there. It's about the same trip back into the mountains to Breck from Denver as it would be to drive from Eagle to Breck .... and then, at the end of your stay, you'd be able to drop your rental car off in Denver.
For a company like CME to do that they have to book it as a private charter which certainly would be pricey due to it being outside the bounds of normal service. CME does have a few pick up points in Glenwood for regular shuttles but last i knew do not run shuttles from the Aspen office to Eagle airport in the summer(unlike the winter).

If emma wants to do it that way, the only realistic option is to get a taxi and suck up the cost.

Denver International to Breck is 1 hour 50 minutes, from downtown Denver is 1 hour 30 minutes in clear traffic and weather.

You might want to call a few of the downtown rental car locations and see if they'll be open when #6 gets in, which I believe is scheduled for 7:15pm. However, if it's late, which is quite possible, you could be left with a trek to the airport as your only option.

Back in the good old days at some of the smaller town Amtrak stations, they'd leave the keys and rental agreement with the Amtrak agent but I don't know if they'll do that in Denver. You could ask the car rental offices there if that's an option.

If I were taking your trip though I'd probably just stay the night in Denver and then rent a car in the morning. That way you're not all stressed out after getting off the train and can enjoy a leisurely daytime drive up to Breck. Vacations are supposed to be relaxing so don't make it too complicated.
